Important news in the 2019 real estate world, here are the main ones:
Growth decree, first home mortgage
This is not an absolute novelty, but the 2019 growth decree has refinanced the Consap first home guarantee fund, which can be accessed by citizens who have the necessary liquidity to purchase the main house. From this year, the Guarantee Fund is no longer specifically dedicated to the under-35s, but in general to the purchase of a property, even from the builder, to be used as a principal residence, provided that it is not a luxury property.
Growth decree, news for Imu and Tasi
The 2019 growth decree also intervenes with some changes to the Imu and Tasi declaration that should no longer be presented to September 30, but to December 31st. Furthermore, there is a Tasi exemption for buildings constructed and intended for sale by the building company.
News, then, also with regard to the deductibility of the IMU on instrumental buildings, such as warehouses. Article 2 of the growth decree in fact provides for a gradual increase in the Imu deductibility due on capital goods starting from 50% in 2019 up to 100% in 2023.
The house bonuses of the 2019 growth decree
Among the measures for the home introduced by the growth decree, there are also tax cuts concerning the eco-bonus and the bonus earthquake. But not only that, because there are discounts even for those who decide to install an air conditioning system (the so-called bonus conditioners) or for those who decide to change the frames to obtain a thermal improvement of the building.
Growth decree 2019, agreed fee
An article (19 bis) of the growth decree, on the subject of housing, states that the extension of the lease contract with an agreed fee is two years, stating in fact that the omitted renunciation of renewal lengthens the lease agreement with agreed fee.
What changes for the dry cedolare
While as regards the dry coupon, the growth decree has canceled the fines provided for the late or non-communication of the extension of the home rental contract with the subsidized regime. Failure to extend the coupon dry no longer entails the penalties provided for in Article 3 of Legislative Decree 23/2011.
News for short rents in the growth decree
With the growth decree an important innovation is introduced which concerns short rents. This is the identification code for short-term rentals, which must be combined with any online announcement to allow the Revenue Agency to check the type of structure, the characteristics of the property and the owner of the vacation rental.
Deductions for the purchase of renovated buildings
Who in 2019 purchases a building renovated by a construction company is entitled to a tax deduction. The subsidy consists of an income tax deduction of 50% and is up to a maximum spending amount of 96 thousand euros.
