In Trieste, no more restrictions for those who want to expand their homes

From now on you can also enlarge the houses in the center and in the Coast with no parking in the area. Less expensive renovations for shops


News and tax breaks for those who are preparing to recover, renovate or expand properties in the municipality of Trieste, in particular for residential and service use. It provides for the municipal resolution on the "Redetermination of urbanization and construction charges", which incorporates the regional law 19 of 2009. An act, explains the Councilor for Urban Planning Luisa Polli, which aims to recover existing assets, providing incentives and facilities for the reuse and renovation of empty and vacant residences (which are about 13 thousand in Trieste), as well as for the reopening of commercial premises for use as "services". "We see many empty rooms because reopening them costs as much as creating a new building - explains Polli -. With this resolution, on the other hand, we offer the possibility to those who take over a room to pay much lower amounts, equal to those of a restructuring. Thus we aim to give a boost to the revitalization of the suburbs, where there are a large number of lowered sluices: this resolution will be an incentive to start up new activities ».


The application of the new parameters, underlines the engineer Lea Randazzo, head of the building interventions of the Municipality, will result in a decrease in the amounts to be paid for the construction cost for almost all types of intervention and in all areas, in particular for renovation and expansion. But here, point by point, what will change once the resolution will be approved by the City Council.


New activities in vacant premises


Opening a new business for "services" (hairdresser, beautician, shoemaker) in a vacant room will become much less expensive. For example, for a change of intended use of a room of about 130 square meters in the perimeter of the center from office to hairdresser currently pay about 11 thousand euros. With the new tables the figure will be reduced to almost zero. "We tried to intervene on this point because there are many citizens who would like to open a new business but then stop at the very high costs of the operation. So we aim to revitalize the vacant spaces and to give life to a virtuous circle, which will guarantee us revenue through other channels », explains Randazzo.


Restructuring of housing


Currently for those who decide to renovate and expand their home, perhaps for the arrival of a child, it is mandatory to find a parking lot within a thousand meters from the house. "It is a condition that many homes, especially in the center or on the Amalfi Coast, are not able to satisfy - explains Polli -. With the new legislation, however, once demonstrated that there is no possibility to find a parking space within 1000 meters, you can still proceed with the expansion by paying a figure in cash corresponding to the square footage of the corresponding parking space (about 320 euros per meter framework, ed) ». "The need for enlargement concerns a good number of residents - adds Randazzo -. In this way we meet the needs of citizenship, monetizing the surface to be used for parking ".


Energy saving


The contribution for those who build new eco-friendly buildings is also slightly reduced: «Given on one hand the high construction costs and, on the other hand, the benefit for the whole community, we wanted to give a minimum signal to stimulate this type of intervention », explains Polli. "Thanks to the discretion allowed in the application of national legislation, we have introduced incentives for energy savings: we will make a 10% contribution on the costs for the construction and redevelopment of buildings designed to almost zero energy. So we anticipate the times also with respect to the industry standard, which provides for it as a design obligation since 2021 », explains Randazzo.


Urban variants


The most significant novelty on which the Municipality aims to recover revenues in the face of lower revenues that will be generated by the reduction of urbanization and construction costs, is linked to the Consolidated Law on National Construction. It provides for an "extraordinary contribution" to be paid by the applicants in the case of urban variants that result in an increase in the value of the property, by way of derogation or by change of intended use. The applicant will have to pay the Municipality 50% of the surplus value of the area as a result of the urban transformation or in cash or through the construction of public works. «From the point of view of the new ones
